Two stage systems offer better comfort and higher efficiency than single-stage systems. All SEER ratings will be 13-25. In the warmer regions, the minimum is 14. Like miles per gallon in your car, the higher the SEER rating on your air conditioner, the more comfort you will get from each dollar. A 13 SEER will save you 38% annually, 15-16 SEER will be around 50% while a 22 SEER will be up around 64%.
